Synchronising Micro-Credentials in the EU Ecosystem:
Opportunities and challenges for learners, employers, and higher education institutions

In today’s rapidly evolving socio-economic landscape, micro-credentials have become a vital tool for delivering flexible, targeted, and timely learning opportunities. Since the adoption of the EU Council Recommendation on Micro-Credentials, there has been growing momentum across Europe to integrate these qualifications into education and workforce development strategies.
This seminar will convene leading voices from academia, industry, and policymaking to examine how micro-credentials can advance upskilling and reskilling, personalise learning pathways, and better align higher education with labour market demands. A core theme throughout the event will be fostering trust and ensuring quality – both crucial for enabling recognition across institutions and building long-term stakeholder confidence. Key topics will include the relevance of micro-credentials in the job market, their integration into National Qualification Frameworks (NQFs), quality assurance mechanisms, strategies for promoting shared societal objectives, and their application in corporate HR systems.
The day will begin with welcome remarks from Prof. Dr. Ksenija Vidmar Horvat, Vice-Rector of the University of Ljubljana, and Asst. Prof. Dr. Draško Veselinovič, President of the Management Board at SBRA. Their opening will set the stage for a compelling programme of expert insights and forward-looking dialogue. A series of keynote presentations will follow, featuring high-level experts in education, policy, and innovation. Confirmed speakers include Maria Kelo, Director of Institutional Development at the European University Association (EUA); Simon Roy, Head of Higher Education Policy at the OECD; Dr. Darja Ferčej Temeljotov, Strategic Programs Project Advisor at Lek Pharmaceuticals; Bieke Morlion, Team Leader for Alumni and Lifelong Learning at Ghent University; and Doc. Dr. Jana Arbeiter, Chair of the Programme Committee for Micro-Credentials at the University of Ljubljana. A representative from the European Commission (TBC) and additional notable contributors will also share their perspectives.
A dynamic roundtable discussion will address the harmonisation of quality assurance frameworks across higher education institutions, aiming to identify shared standards and best practices that enhance transparency, foster mobility, and build trust across Europe’s educational landscape. The seminar will also offer opportunities for networking and informal dialogue, encouraging meaningful connections between participants from various sectors.
